No one know who Davy Jones, but through the legends and tales of the sailors, he symbolized the spirit of the sea floor and Davy Jones's Locker is a symbol for the grave all those who died in the sea.

Davy Jones was first recorded in 1726 where he eventually known as the spirit of the sea.
In 1751 his name is mentioned in Chapter 15 of the book Tobias George Smollett's The Adventures of Peregrin Pickle: "By God, Jack, you may say what you want, but I'll be damned if it was not Davy Jones himself. Cawannya I knew him through my eyes , three rows of teeth, horns and a tail, and blue smoke coming out of his nostrils. What does he want from me? I'm sure I never committed murder, except in the profession, and I never abused anyone since the first time I went to the sea. "

He was described as someone who is arrogant and likes to terrorize, "the leader of the evil spirits of the sea, and is often seen in various forms, stands out among the lanyard on the eve of hurricanes, shipwrecks and other disasters."

In 1803 the sailors use the term "Davy Jones's locker" as slang for the first time

"... Sailors will meet underwater grave, or to use the term seaman, went to Davy Jones's locker."

Like most stories the eternal sea legends, there are many theories about Davy Jones. Some say he was a sailor or a pirate who died at sea, while others claim that Davy Jones is the name of a bar owner in the story of the ballad 'Jones Ale is Newe,' and that he had a terrible locker may be the place where he kept stock drink.
Bar owner in London in the sixteenth century, is said to run a bar in which the sailors who drank in place will be sedated and put in a locker, and when they wake up, they will find themselves has been disebuah ships at sea and found that they have been forced into the Navy by "Press Gang" (a special unit under the command of a competent officer whose job it forced people to go into military service).

Some experts say that Davy may be other forms of deviance "Duppy", (spirit or ghost in the beliefs of the African and Indian), and also said that the sign of D and V in said Davy is a symbol of the devil.
Some say that the word "Jones" comes from "Jonas" (jonas a sailor slang that means bad luck). But there is also a saying jonas here is taken from the biblical story about a prophet of Israel who refuses the call of God to preach repentance to the people "Nineveh", he was swallowed by a whale and then spit back. When Jonas tried to flee by boat, the ship encountered a lot of problems at sea, when the crew tried to discover what the source, Jonas admitted that he had disobeyed God. This makes the crew annoyed and finally they threw overboard Jonas, because from the point of view of the crew he believed to be jinxed.

Many stories and legends about these theories, and it has become part of the lives of the sailors for more than two centuries and now Davy Jones has been regarded as the embodiment of evil power over evil spirits from the depths of the sea.

From the story of the man and the whale, to the owner of the bar, one thing is certain from the legend of Davy Jones's Locker is a story full of colorful history and superstition.

And in a place where the devil and the deep blue sea lies the truth will be the origin of the dreaded Davy and his locker, where the dead men can not talk.

If according to POTC, Davy Jones is a pirate who falls in love with the goddess Calypso (Calypso legend / ghost sea / mermaid which is essentially the same woman in the sea so that the decoy man falls in love with her and then betrayed him). Davy Jones was given the task by Calypso to send the spirits of the dead orang2 at sea to the afterlife but because so love with Calypso, he could not bear the pain of his heart at the time dihianati, so he cut out his own heart and put them in boxes so as not to feel pain, and because so kelamaannya at sea he turned into a figure resembling ikan2.

Davy Jones is famous for his locker, where it was where he kept thousands of lives korbanya.
But I think it's just a fairy tale of the ancient British sailors. And they need some sort of "name" / dystopia personification for a place where the sailors will be heading when they sank into the sea, supposing Davy Jones's Locker is a term substitution "Hell / Hell 'for the ancient mariner.
